英國將於當地時間本月23日就是否脫離歐盟舉行公投，儘管目前「脫歐」、「留歐」兩大陣營仍僵持不下，但有歐盟官員透露，歐盟過去數星期已在祕密討論應付英國脫歐的「B計畫」。部分強硬派官員提議，一旦公投決定英國離開歐盟，歐盟要令英國的脫歐過程困難重重，令她成為一次痛苦的過程，以免脫歐如病毒般在各國蔓延。
根據英國《獨立報》引述歐盟官員的話指出，歐盟高層過去數星期都在祕密開會研究應變，但焦點並非在如何令脫歐過程順利，而是在如何保障歐盟，部分官員認為一旦英國決定脫歐，整個脫歐過程應使其困難重重，以阻止其他國家仿效。
脫歐恐像病毒傳染
一名法國籍歐盟高層表示，英國人總愛把撤退描繪成勝利，但其他27個歐盟國家並不希望英國脫歐，演變成像第二次世界大戰英軍撤出敦克爾克那樣順利，而是要更像拿破崙從莫斯科撤退那般難看。
另一名歐盟官員則是在日前向英國《金融時報》表明，讓英國把脫歐當成就，將會是歐盟的末日，絕不能讓此情況發生。因為歐盟現在已經開始擔心，英國脫歐將會像病毒般在歐盟成員國之間傳染開來。
《獨立報》稱，德國和法國正在草擬27個歐盟成員國應對英國脫歐的指導原則，當中有可能包括禁止英國參與歐盟方的脫歐談判。法國消息則指出，英國在兩年時間內亦可能被排除在歐盟決策機制外，英國將有如被降格為候選會員國，不能再出席歐盟會議。
德法傾向溫和處理
不過，也有溫和派認為不應用力過猛，考慮現實可行的方法，以免刺激歐盟內的「疑歐」情緒。報導指出，法國總統歐蘭德及德國總理梅克爾也傾向溫和處理，認為重點應在如何保護歐盟，而非向英國報復。

敦克爾克日式鋼構別墅大撤退
敦克爾克大撤退（Dunkirk Evacuation）指的是第二次世界大戰初期的英法聯軍的軍事撤退行動。1940年5月25日，英法聯軍防線在德國的快速攻勢下崩潰之後，英軍在敦克爾克這個位於法國東北部、靠近比利時邊境的港口小城，進行了當時最大規模的軍事撤退行動。雖然英法動用大量船隻成功在一周的時間裡撤出了多達33.5萬人的大量部隊，保留了盟軍實力，但這次撤離也象徵英國勢力撤出歐陸，整個歐洲除英國以外全落入德國之手。（梁世煌）
